Scientific results
As part of the implementation of the State Complex Program of Scientific Research (SCPSR) "Scientific foundations of information technologies and systems", (task "INFOTECH-03"), the State Program of Applied Research (SPAR) "Reducing the risks of emergency situations" (tasks MCHS01, MCHS35, MCHS36), the State Program of Scientific Research (SPSR) No. 35 (tasks MA03, MA03.1) the State Scientific and Technical Program (SSTP) "Information technologies" (task IT-06/2-01), SPAR "Scientific security and protection against emergencies" (tasks CHS102, MA800), SPSR "Informatics and space" (task IK403), SPAR "Space research" (tasks KI27, KI30) the following results were obtained:
methods and technologies for creating spatial terrain models based on Earth remote sensing data and cartographic materials (the result corresponds to the world level);
mathematical models and methods for modeling wind transport of impurities and radioactive substances in emergency situations (the result corresponds to the CIS level);
mathematical models and methods of topographic and special maps automated generalization (the result corresponds to the world level);
mathematical models and methods of terrain properties analyzing for decision-making support systems (the result corresponds to the CIS level);
methods and technologies for the formation of thematic maps and photo documents (the result corresponds to the RB level);
methods and technologies for automated space (aviation) images decoding (the result corresponds to the CIS level).
Results of scientific and technical activities, mastering the results in production
R&D as part of the Union Program "Cosmos-SG" (agreement No. 1S/04-210) "Development of a software and information complex for operational processing of Earth remote sensing data and terrain analysis".
A prototype of a software and information complex "MODEL-K" (BGLI.30167-01) has been created.
The created prototype is used as the base core for the automated technological system for thematic decoding ATS-TD, which is included in the ground segment of the Belarusian Earth remote sensing space system. The basic components of SIC "MODEL-K" are used in the decision support software package based on the terrain properties analysis, which was developed as part of R&D "GIS-VN" in the interests of the Ministry of Defense of the Republic of Belarus.
In 2008, SIC "MODEL-K" was transferred to the National Cadastral Agency for trial operation to solve the problems of inventory valuation of urban development objects.
R&D as part of the Union Program «COSMOS-NT» (agreement 5SK/08-210) "Development and creation of an integrated GIS for automated geocoding of real estate objects, recognition and classification of land types in the Republic of Belarus based on the use of Earth remote sensing data"
A prototype of SIC BGLI.30306-01 has been created.
The complex is designed to solve two main tasks: recognition of land types in the Republic of Belarus and geocoding of urban development objects. SIC IGIS was transferred for trial operation to the National Cadastral Agency (acceptance and transfer certificate dated 25.10.2011) and the Republican Unitary Research Enterprise on Land Management, Geodesy and Cartography "BelNICzem" (acceptance and transfer certificate dated 24.10.2011).
R&D "ATLAS-1RB" "Modernization and development of software and hardware for creating digital area maps". The R&D has been implemented in the interests of the navigation and topographic service of the Armed Forces of Ukraine.

The complexes have passed State tests, the documentation has been assigned the letter "O1". The complexes were accepted for supply to the Armed Forces of Ukraine by order of the Minister of Defense of Ukraine dated 05.07.2010 No. 344.
A letter of gratitude was received from the International Scientific and Educational Center for Information Technologies and Systems of the National Academy of Sciences of Ukraine (the main executor of the R&D "ATLAS-1RB") for the successful work completion.
R&D "Concept of TGS" (business contract 210/50) "Development of proposals for the draft concept of creating a Unified system of topographic and geodetic support of the regional grouping of the Republic of Belarus and the Russian Federation troops (forces)". The work has been implemented on the basis of the Plan of Joint Measures to Ensure the Functioning of the Regional Grouping of Troops (Forces) of the Republic of Belarus and the Russian Federation in 2005, approved by the Supreme State Council of the Union State on 29.04.2005. The factors influencing the process of performing special topographic and geodetic works were substantiated and proposals for the draft Concept were developed during the works for the R&D component (the head performer is the Research Institute of the Armed Forces). Research materials were transferred to the Research Institute of the Armed Forces and the 29th Research Institute of the Ministry of Defense of the Russian Federation.
R&D "BelKA" (business contract 210/49, 210/55) "Modernization and development of basic and advanced technologies for the ground segment of the Belarusian Earth remote sensing space system (GS BERSSS)". As part of these R&D projects, the development of automated technological systems for cartographic support ATS-KS (BGLI.30115-02) and thematic decoding of ATS-TD (BGLI.30116-02) has been implemented.
The systems have passed preliminary and comprehensive tests as part of the BERSSS and transferred to the UE "Geoinformation Systems". The documentation has been assigned the letter "O1".
R&D "Management-TGS" (business contract 210/54) "Development of a control complex for the system of topographic and geodetic support".
The prototype of the software and information complex for managing the TGS (SIC MTGS) was developed during the R&D implementation. SIC MTGS (BGLI.30177-01) passed State tests, the documentation was assigned the letter "O1" and the complex was transferred to the navigation and topographic service of the Armed Forces of the Republic of Belarus.
R&D "Rupor-I" "Development of an integrated cartographic and geodetic complex (ICGC)". The work was completed in 2005 with the creation of the ICGC prototype consisting of 49 workplaces.
After trial operation, in which the laboratory specialists took part, ICGC was accepted for supply by the Armed Forces of the Republic of Belarus by the order of the Minister of Defense of the Republic of Belarus No. 567 dated 07.07.2007.
R&D "BASE" (business contract 210/51) "Research and development of basic information support in systems for using digital information about the area, the creation of a unified technology for the formation and updating of digital information about the area". Developed basic information support (BGLI.30165-01) and complexes for the formation and updating of digital information about the area (BGLI.30119-02; BGLI.30070-02; BGLI.30121-02; BGLI.30071-01; BGLI.30124-01; BGLI.466535.004; BGLI.466535.005; BGLI.30120-01; BGLI.466535.006; BGLI.466535.007) passed State tests and trial operation, the documentation was assigned the letter "O1". As part of this R&D, the workplaces of the ICGC developed in the R&D "Rupor-I" were modernized. The developed complexes were transferred to 31 navigation and topographic centers of the Ministry of Defense of the Republic of Belarus.
Basic information support includes the Unified system of classification and coding of terrain objects, displayed on topographic, survey-geographical and aeronautical maps of all scales, city plans; rules for the digital description of objects; requirements for the system of displaying electronic maps and plans; operational-tactical situation classifier; dictionaries of operational-tactical and topogeodetic terminology.
Workplaces of the ICGC for various purposes are included by the Ministry of Defense of the Republic of Belarus in the mobilization plan of the UIIP NAS of Belarus for their manufacture for the threatened period.
R&D "Compilation-C" (business contract 210/58, 210/59) "Development of technology and software and information complex for automated compilation of derived scale maps". The work was implemented under agreements with the State Property Committee of the Republic of Belarus.
The technology and software and information complex for automated compilation of topographic maps of a derived scale (SIC "Compilation-C") were developed on the basis of methods, algorithms and information models for automated generalization of topographic maps of the entire scale series.
The complex has passed acceptance tests and currently has been transferred into trial operation at RUE "Belgeodesia".
R&D "SYSTEM-CIM" (business contract 210/52) "Creation of a unified system for providing the Armed Forces with digital information about the terrain based on distributed data banks, means of communication and the geoinformation system for military purposes".
The developed prototype of the automated cartographic system of the distributed database of digital information about the terrain AKS RBD (BGLI.466535.002) passed state tests as part of the central bank of cartographic data CBKD (BGLI.466535.010), the reserve bank of cartographic data RBKD (BGLI.466535.011), six regional banks RgBKD (BGLI.466535.012) and 18 local banks of cartographic data LBKD (BGLI.466535.013), the documentation was assigned the letter "O1". The prototype passed the trial operation in the units of the navigation and topographic service of the Armed Forces of the Republic of Belarus and was recommended to be accepted for supply by the Armed Forces of the Republic of Belarus.
R&D "GIS-VN" (business contract 210/53) "Research and definition of tasks solved by the military geoinformation system, development of a software and information system for decision-making support". The developed prototype of the SIC for decision-making based on the analysis of the operational and tactical properties of the terrain and geoinformation technologies passed state tests, trial operation in the military command and control bodies of the Armed Forces of the Republic of Belarus, the documentation was assigned the letter "O1". As the results of the trial operation, the product was recommended to be accepted for supply by the Armed Forces of the Republic of Belarus.
SIC "GIS-VN" was also transferred to the Military Academy to train students of the command and staff faculty.
R&D "Formula-T" (business contract 210/56) "Development of software and information facilities for the mobile complex of topogeodetic and navigation support of the Armed Forces". The SPO PNTK (BGLI.30199-01) was developed as part of seven software and information complexes that ensure the creation of CIM and updating of digital information about the terrain according to Earth remote sensing data, including data received from drones that are part of PNTK, the formation of photographic documents and special maps, monitoring the location of PNTK according to GPS/Glonas data, operational analysis of the terrain and solving other tasks for topogeodetic support of the Armed Forces of the Republic of Belarus. SPO PNTK passed state tests, trial operation, the documentation was assigned the letter "O1". The prototype was transferred to the units of the North-West Operational Command. PNTK was presented to the country's leadership at the military exercises "West 2010" and was highly appreciated. Currently, the issue of serial production of PNTK for the Armed Forces of the Republic of Belarus and Kazakhstan is being resolved. The development results correspond to the world level.
